In accordance with the Kerala Local Self Government Institutions Act, the statutory responsibilities, powers, and functions of the Health and Education Standing Committee across Grama, Block, and District Panchayats are defined as follows:

🩺 Core Official Responsibilities and Powers

The committee is legally vested with the powers of planning, strategic formulation, and executive oversight concerning public health, sanitation, social welfare, public education, and cultural development within the jurisdiction of the local self-government.

1. 🏥 Public Health Protection and Healthcare Oversight

  • Disease Prevention and Management: To formulate and monitor epidemiological control measures, vaccination campaigns, and community health surveys in systematic coordination with the Department of Health.
  • Sanitation and Waste Management: To regulate and oversee the operations of the Haritha Karma Sena, implement decentralized source-level waste management systems, maintain environmental hygiene in public spaces, and preserve public drinking water sources.
  • Healthcare Infrastructure Development: To appraise the institutional performance and upgrade the infrastructure of Family Health Centres (FHC), Primary Health Centres (PHC), and sub-centres.

2. 📚 Public Education Development and Quality Assurance

  • Academic Policy Implementation: To draft target-oriented development frameworks designed to enhance academic standards and deliver specialized resource assistance to marginalized or underperforming students.
  • Educational Infrastructure Upgradation: To coordinate modern upgrades to local government schools, focusing on building structural integrity, smart classroom deployment, advanced sanitation, and clean drinking water facilities.
  • Institutional Synergy: To provide statutory governance, guidance, and strategic support to School Management Committees (SMC) and Parent-Teacher Associations (PTA).

3. 🏅 Sports, Youth, and Cultural Advancement

  • Athletic Infrastructure: To oversee the development of community playgrounds, allocate resources to sports clubs, and execute talent development pipelines for local athletes.
  • Cultural Preservation: To support public libraries and civic cultural centers, encouraging local arts and community engagement initiatives.

4. 🤰 Ancillary Social Welfare and Nutrition Management

  • Nutritional Intervention: To supervise Anganwadis to guarantee the standardized distribution of dietary supplements and maternal-child nutritional support.

This Standing Committee serves as the primary statutory engine driving sustainable public health paradigms and equitable educational access across the local self-government structure.
