💻 K-SMART Online Portal
K-SMART is an integrated digital platform that brings together various online services offered by Local Self Government Institutions. Citizens can submit complaints, grievances and service requests through this portal.
🏛️ Ombudsman for Local Self Government Institutions
The Ombudsman is responsible for investigating complaints regarding corruption, maladministration, misuse of authority and irregularities committed by elected representatives and officials of Local Self Government Institutions.
📌 How to Submit a Complaint
Complaints may be submitted directly to the Secretary of the Ombudsman either in person or through registered/ordinary post. The complaint should be accompanied by a duly completed Form A affixed with a ₹10 court fee stamp and the required copies.
⚖️ Tribunal for Local Self Government Institutions
The Tribunal hears appeals and revision petitions against decisions taken by Local Self Government Institutions. A judicial officer of District Judge rank is appointed as the Tribunal.
⏱️ Time Limits and Fees
- Appeals must be filed in Form C within 30 days from the date of the order.
- A delay of up to one month may be condoned with permission.
- Where no decision is taken within 60 days, petitions may be filed within 90 days.
- A fee of ₹50 must accompany the petition.
- A Legal Benefit Fund Stamp worth ₹100 is mandatory.

🖥️ Chief Minister's Public Grievance Redressal System
The Chief Minister's Office (CMO) Portal is a citizen grievance redressal platform that enables the public to submit complaints, track their status, identify charge officers and access various public service dashboards.
📞 Minister for Local Self Government & Excise – Grievance Redressal System
Citizens may submit complaints relating to the Local Self Government and Excise Departments directly through the Minister's online grievance portal. SMS notifications are provided at every stage of complaint processing.

🔎 Vigilance Wing (LSGD Vigilance)
The Vigilance Wing examines complaints and objections regarding unauthorized or illegal building constructions, irregularities in related files and other violations. Appropriate action is initiated based on investigation findings.
